Overview
Unlike many states, Missouri has no broad property tax exemption for disabled veterans. The full homestead exemption is limited by its constitution to former POWs with a total service-connected disability. Missouri’s strengths are elsewhere: a fully deductible military pension, permit-free hunting for veterans rated 60% or more, free Disabled Veteran plates at any service-connected rating, and seven state veterans homes run by the Missouri Veterans Commission (MVC).

Property tax relief
- Former POWs: under Article X, Section 6 of the Missouri Constitution, all real property used as the homestead of a former prisoner of war with a total service-connected disability is exempt from taxation.
- Everyone else rated 100%: the Missouri Property Tax Credit Claim (the “circuit breaker”) refunds part of the real estate tax or rent you paid. For tax year 2025 (returns generally filed in 2026), the maximum is $1,100 for homeowners or $750 for renters. For tax year 2026, RSMo 135.030 raises those maxima to $1,550 / $1,055. The actual credit depends on taxes or eligible rent paid and household income. If you are 100% service-connected disabled, you don’t count your VA payments as income on the claim, but you must attach a VA letter confirming the 100% service-connected rating (MVC).
Income limits by tax year: for 2025, the DOR eligibility chart gives limits of $27,200 single / $29,200 married filing combined for renters or part-year owners, and $30,000 / $34,000 for people who owned and occupied their home all year. For 2026, RSMo 135.030 sets the statutory income limits at $38,200 single / $41,000 married filing combined, or $42,200 / $48,000 for full-year owner-occupants. Use the claim form and income instructions for the tax year being claimed.
State income tax
Missouri allows a 100% deduction of military retirement pension income under RSMo 143.124 (MVC guide). DOR’s military desk can be reached at military@dor.mo.gov or 573-751-3505. VA disability compensation is excluded from federal gross income (IRS Publication 525) and is not taxed by Missouri.
Vehicle registration and plates
Missouri doesn’t set a rating threshold for its Disabled Veteran plate. A Missouri resident with an honorable discharge and a VA statement, no more than a year old, confirming a service-connected disability can get one free set (MO DOR). There are no specialty, personalization, transfer, processing or replacement plate or tab fees; late renewal penalties still apply. Additional sets pay all regular fees. Apply with Form 4601. The VA letter must come from the VA itself, not a VA hospital or clinic physician. DV plates allow disabled parking only if they display the wheelchair symbol.
Hunting and fishing
According to the Missouri Department of Conservation, any honorably discharged veteran, resident or nonresident, with a service-related disability of 60% or more, or a former POW, may hunt without a permit. The exemption does not cover trapping or hunting black bears, deer, elk or turkeys. You must carry a certified statement of eligibility from the VA. A Missouri Migratory Bird Hunting Permit is still required for waterfowl, snipe, doves, woodcock and rails, and a federal duck stamp for waterfowl. The same veterans can buy other permits at resident prices.
MVC’s guide adds that these veterans may fish without a permit but still need a trout permit or trout park tag (MVC). Missouri’s four trout parks also hold free fishing days for service members and veterans.
Education benefits
- Missouri Returning Heroes’ Education Act: eligible veterans pay no more than $50 per credit hour for undergraduate tuition at Missouri public colleges and universities after other aid, and no more than 30% of tuition and fees in graduate programs. Eligibility is verified by the Department of Higher Education and Workforce Development (MVC guide).
- Wartime Veteran’s Survivor Grant: annual grants for children and spouses of veterans who died or were injured in combat since September 11, 2001, or who have an 80% or higher rating from injuries sustained in combat action (MVC guide).
State veterans homes
MVC runs seven Missouri Veterans Homes, in Cameron, Cape Girardeau, Mexico, Mt. Vernon, St. James, St. Louis and Warrensburg, with 1,238 skilled nursing beds and secured memory care at each location (MVC). The 2026 monthly rate is $2,773, which covers 24-hour nursing, physician care, therapies, meals and transportation to VA appointments. One waitlist application covers all seven homes.
How to apply in Missouri
- Get a current VA benefit letter. Missouri agencies generally want one no more than a year old that states your service-connected percentage.
- Work with an MVC Veterans Service Officer. MVC has field offices around the state, and their help with VA and state claims is free.
- Circuit breaker: file the Property Tax Credit Claim with DOR and attach your VA letter.
- Plates: submit Form 4601 and the VA letter to DOR.
- Hunting: carry the VA eligibility statement while afield; buy any required migratory bird permits.

Filing a federal VA claim
Disability claims follow a single federal process: see how to file a VA claim, check your claim status, and current compensation rates. In Missouri, reaching 60% (hunting) and 100% (circuit breaker) are the ratings that change your state benefits, and an MVC VSO can file for you at no cost.

Frequently Asked Questions
Does Missouri have a property tax exemption for 100% disabled veterans?
Only for former prisoners of war. Article X, Section 6 of the Missouri Constitution exempts the homestead of a former POW with a total service-connected disability. Other veterans rated 100% can claim the Missouri Property Tax Credit (circuit breaker), worth up to $1,100 for homeowners or $750 for renters for tax year 2025, rising to $1,550 / $1,055 for tax year 2026. Actual credit depends on taxes or eligible rent paid and household income; income limits also change by tax year. VA benefits don't count as income on that claim if you attach a VA letter.
Is military retirement taxed in Missouri?
No. The Missouri Veterans Commission states that military retirement pension income is 100% deductible from Missouri income tax under RSMo 143.124.
Do Missouri disabled veterans need a hunting permit?
Honorably discharged veterans with a service-related disability of 60% or more, and former POWs, can hunt (but not trap) wildlife other than black bear, deer, elk and turkey without a permit if they carry a VA statement of eligibility. A migratory bird permit and federal duck stamp are still required for waterfowl and other migratory birds. The same veterans can buy other permits at resident prices.
Are Disabled Veteran license plates free in Missouri?
Yes. A Missouri resident with an honorable discharge and a VA-documented service-connected disability can get one free set of Disabled Veteran plates, with no specialty plate, personalization, transfer, processing or replacement fees. Additional sets carry the regular fees.
How much do Missouri Veterans Homes cost?
The 2026 monthly rate at the seven Missouri Veterans Homes (Cameron, Cape Girardeau, Mexico, Mt. Vernon, St. James, St. Louis and Warrensburg) is $2,773, covering 24-hour nursing, physician care, therapies, meals and VA appointment transportation.
